You have to unregister it before you can remove it, that's why D. D to unregister, E to remove. This is a classic microsoft, what's the first thing you have to do question.

It's D, tested in lab. After the new installation you're not able to access the AD RMS Console, cause you cannot connect to the old cluster (and even create a new one in the post-deployment configuration, obviously). The only way is to delete the SCP from Site and Service or ADSI Edit. After this change, you can run the post-deployment configuration and create a new cluster.

it is D: the Active Directory Rights Management Services server role was removed. After that you are re-installing it but are struggling with a left behind SCP, that SCP needs to be removed with Sites and Services or AdsiEdit

When trying to deploy RMS it will say an SCP exists and wont let you continue unless you join that old RMS (via SCP) and remove it that way. More steps and messy. Why not delete it from AD SS which is quicker and easier? Answer is D
