C is correct. The answer is not stating that you are giving security control of OU1 solely to Group1, and simultaneously stripping everyone else of their preexisting control. It's stating that you are only allowing Group1 to have control of OU1's security settings, and that's the ONLY access they will be given. You're appending to the list of those who already have access (of different levels), not altering it entirely.

Actually I think it's correct. Right? Maybe not but it says to give users control over OU1 only. If you delegate control on the domain they have rights to manage security settings on the domain instead of just the OU. Someone should correct me if I'm wrong but I chose C.

The question says you need to ensure that users from Group1 can modify the Security settings of OU1 only. The answer is telling what you should do if you need to ensure that only users from Group1 can modify the Security settings of OU1. These are two totally different things. Therefore answer not correct! If you right-click OU1 and select Delegate Control then users from Group1 can still modify settings in other OUs. You just made it sure that OU1 can be controlled by users from Group1 only. That was not the question.
