The first line specifies that if the supplicant place the incorrect credentials it should go to the next method. The line number 3 specifies that the order of methods shoud be mab (mac-address bypass), dot1x and then webauth. It the supplicant is dot1x capable, dot1x has preference over mab (4th line). The question is about what would the switch do if the supplicant gives invalid credentials. If he's supplying credentials it is dot1x capable. If he is dot1x capable he could either authenticate with dot1x our webauth (sequence). If he cannot authenticate correctly he fall into the hands of the 5th line (port-auto mode) which restricts its access. If he simples timed out without attempting to authenticate, then he'd fall to the 2nd line (no-response)

Answer A appears to be the correct answer. The "authentication event no-response action authorize vlan 101" command only takes affect if the authenticating host does not respond (no 802.1x supplicant or misconfigured or something such). In the question it says the supplicant supplies incorrect credentials ( wrong username/password combination). In that case the "authc event fail action next-method" says to try the next method specified in the "authentication order" command, mab, dot1x, then webauth. The thing that's missing is the "authc event fail retry {number}" command. Since the retry command is missing the default retry is 2.
